1- I live in McMinnville, Oregon a town of about 40,000 people. It’s quiet and away from the hustle and bustle of the big city. For the year 2019, the city of McMinnville, according to the McMinnville police department had a major decrease in UCR part one crimes. Of all the part one crime only rape and arson rose by 7.14% and 16.67% respectively. The increase in rape crime is attributed to one more rape in 2019 than in 2018. Other than these two, part one crime all others dropped by at least 15% (McMinnville Police Department, 2020). Also, according to the McMinnville Police Department there was significant increases in many part two crime such as Restraining order and stalking order violations, thefts, weapons complaints, drug arrests and domestic violence crimes. RO/Stalking violations rose 37.29%, while theft crimes rose, a staggering, 93.33%. Weapons complaints rose 88.37% and drug crime rose 25.91%. Lastly, Domestic violence cases rose 7.14%. Crimes such as vandalism, fraud, ID theft, harassment and disorderly conduct all dropped significantly (McMinnville Police Department, 2020). The trend I’m seeing is an increase in family relation crimes which could stem from being locked together during COVID. I see an increase in theft crimes, I think partly due to a exponential increase in McMinnville’s homeless population. Drug crime rose sharply, but those number are a thing of the past since measure 110 passed in Oregon. For those of you who haven’t heard, the voters in Oregon though it was a good idea to decriminalize all drugs, in personal usage amounts. Yes, this includes heroin, meth, oxy, shrooms and everything else. In Oregon, you can have anything less than 2 grams of heroin on you and its nothing more than a violation. Don’t look at me, I didn’t vote for it. Nationally, drug crime is up. In the South and the West especially, according to the 2018 FBI UCR statistics. There were, in 2018, 207,890 drug violations in the Northeast region. There were 221,389 drug violations in the Midwest region. There were 474,492 drug violations in the South and 348,081 drug violations in the West (FBI, 2020). What does this mean? In my opinion, nothing. I think America learned from the “war on drugs” that we will never stop drug use in this country. Regions like the South and West, will increase drug treatment availability. Drug courts will be everywhere. There will be many treatment and diversion type programs for drug users, but in the end nothing will change. I say this because of States like mine. Those states that decriminalize drugs if any others are foolish enough to follow suit. The simple fact is the only way to get drug user the treatment they need and hopefully want, is to have the imposition of criminal sanction hanging over their heads. Probation is a wonderful thing, if the probation officer is there to help you get services, make sure you do your treatment, holding you accountable for your success or failure. When it comes to property crime and violent crime rates Phoenix is above the average for the United States. Living in Phoenix, a person’s chances of becoming a victim of either property or violent crime is at the rate of 1 in 25. According to FBI data, Phoenix has around seven violent crimes per thousand people and nearly 60,000 property crimes in the year of 2020. The homicides increased by 52% from 123 in 2019 to being 187 in 2020. Phoenix has seen a great spike in domestic violence related homicides over the last year as well. According to Ashby (2020), Although violent crime has increased throughout the pandemic, other crimes have decreased such as rape is down 5.4%, burglaries are down 23% and thefts are down nearly 11%. Based on the information, the trend I see is the increase within homicides because people are focused to be in a home together for longer period of times due to the pandemic. There have been many reports of child and adult abuse within Phoenix in the past year; showing that the pandemic played a major role in the stress people are having due to lack of financial income within 2020. However, the number of certain property crimes has decreased because more people are home thus criminals has less of a chance to burglarize or steal because of the fear connected to be caught. Drugs and trafficking has always been an issue within Arizona and the west coast in general. Fentanyl has became such a big drug over the last couple of years within Arizona that is being used as well as trafficked. Due to Mexico and the border being so close, it has is easy to get drug within Arizona. The drug problem is impacting the lives of people in and around the Phoenix area in a major way because there have been multiple medical examiners reports filed with the notion of drug related overdose with fentanyl being attached to the report. According to Sibila et al. (2017), fentanyl seizures have consistently increased in size over the last five years, and recent reports indicate huge increases of fentanyl seized by Mexican authorities on their side of the border. Based on the drug trends in Arizona; I don’t know if there is much future actions that could be taken because drug trafficking, the border, and the cartel has been a long standing issue. Yes, border patrol has been much more vigilant when it comes to weeding out drug traffickers. Level one, immediate Physiological needs, air, water, shelter, sleep and clothing. Level two, Safety needs, personal security, employment, resources, health. Level three, love and belonging, friendship, intimacy, family. Level four, esteem, respect, self-respect, status. Lastly, level five, self-actualization, the desire to become the most one could be (Kendrick, Griskevicius & Nueberg, 2010). How does this relate to law enforcement? Let’s assume for a second that law enforcement refers to those working in law enforcement, not those that are arrested or jailed because of criminal activity. To be employed in law enforcement means you’ve met most of Maslow’s hierarchy. You have your physiological needs met, you’ve met your safety needs and your love and belonging needs. Where we operate is in level four, esteem. This is where a manager can improve and impact his people. According to the Enforcement Bulletin written by the FBI, the most prominent feature of Maslow’s hierarchy, in relation to law enforcement personnel is the need for praise and recognition. When properly used by management praise can be an effective motivator of police personnel (FBI Enforcement Bulletin, 2015). In my own career I have seen this play out. The supervisor who says thank you, who praises his/her people for a job well done, is often the beloved supervisor who everyone wants to work for. Years ago, we had a Sheriff whose philosophy was that we had a job and we got paid that was enough. His words not mine. Praise was scarce and an atta boy never existed. It wasn’t long till you only heard from your commander or upper manager when you were in trouble and for nothing else, positive. Those were dark days. 12 years of this Sheriff almost broke our agency.
