PURPOSE: To specifically identify that the department will follow and adhere to all policies and
directives found in the City of Edwardsville Employee Manual, and the Fire
Department policy and procedure manual.

SCOPE: This procedure will apply to all department members and will be used for all
applications to which the Edwardsville Fire Department responds.

In order to clarify terms in this procedure the following definitions have been included:
NONE

GENERAL: These Rules and Regulations cannot, nor are they intended to provide a solution

to every question, which may arise in an organization designed to render
emergency services. It is expected, however, that they shall be sufficiently
comprehensive to cover, either in a specific or general way, the privileges,
obligations and duties of the members of the Edwardsville Fire Department. They
are not designed nor intended to limit any officers in the exercise of his judgment
or initiative in extraordinary situations, which are bound to arise in the fire service.

To specifically identify what steps will be taken to foster pride in the members of
the Edwardsville Fire Department through recognition of those who have excelled
in the performance of their duties. To establish guidelines and procedures for the
submitting personnel for consideration and to ensure that each applicant has the
same guidelines to follow and is treated with the same dignity and respect for the
various service awards procedure.

115.01.01. POLICY

A. SAFETY EDUCATION

To provide a system whereby the Fire Department can meet the safety educational needs

of the citizens of Edwardsville.

B. The Fire Department shall aggressively meet the educational needs of the citizens of
Edwardsville as well as they pertain to those subjects which are within the scope of the
Department’s activities.

C. The Fire Department shall anticipate future educational needs and prepare to meet these
needs.

D. The Fire Department will conduct classes for the public in those areas within the parameters
of its activities and expertise.

E. The Fire Chief shall be responsible for the overall public education effort of the Fire
Department.

F. The Prevention Officer shall be responsible for:

1. Assignment of scheduled classes.

2. Assignment of class instructors.

3. Coordination of programs dealing with schools, civic organizations, etc.

115.01.02. PUBLIC RELATIONS.

A. To promote and develop an awareness and understanding of fire safety by the general public.

B. To promote and develop a positive image and understanding of the Edwardsville Fire
Department by the general public.

C. Fire Department members shall endeavor to exert their best efforts at all times to promote fire
safety awareness to members of the general public.

D. Fire Department members shall exert their best efforts at all times to promote a positive and
professional image of the Fire Department to the general public.

E. Fire Department members shall fully participate in all public education and public relations
assignments which they may receive.

F. Public fire and safety education and public relations are both considered as priority areas of
concern by the Edwardsville Fire Department.

G. Public relations, as defined in this policy, refers to both public fire and safety education and
Fire Department image.

H. All members are responsible for presenting a positive and professional image of the Fire
Department to the general public.

J. All members are responsible for promoting fire safety education to the general public.

H. Members should be guided by the following:

1. Positive public relations is a very important area of concern to the Fire Department.

2. Members shall exhibit a positive and professional image in their personal mannerisms,
appearance and attitude toward the public.

3. Fire Department members shall endeavor to answer questions and handle complaints
from the public in the most professional, polite, courteous and expeditious
manner possible.

4. Those members assigned to be involved in fire safety education details shall be well
prepared to handle such duties and shall endeavor to provide the most accurate and
helpful information available.

115.01.03. FIRE PREVENTION INSPECTIONS.

A. To secure the correction of common fire hazards and identify other violations of applicable

codes and ordinances through the inspection efforts of the various fire companies and units
of the Edwardsville Fire Department.

B. To provide a means of familiarization of fire company personnel with the various properties

located within the City of Edwardsville.

C. The policy of this department is to conduct fire prevention inspections of all businesses in the

City at least once per year.

D. Each shift will be assigned a specific list of businesses within the City to inspect. After a 3-

year period, shifts will rotate their assigned businesses to another shift.

E. The Fire Chief shall have the overall responsibility for the Fire Department’s fire prevention

efforts.

F. The Officers-In-Charge shall be responsible for the execution of the fire prevention operations

of their respective shifts.

G. The Officer of each shift may delegate a person from their shift to be in charge of conducting

and setting appointments for the inspections.

H. All Fire Department members are responsible for expending their best efforts towards
prevention of fire and enforcement of fire related laws and regulations.

I. Each shift shall receive specified fire prevention inspection assignments each year from the

Fire Chief.

J. Fire prevention inspections shall be conducted during the course of the year with each

company striving to complete their assigned inspections by the end of the year.

K. The appropriate Fire Prevention Report Forms shall be utilized in the inspection process.

115.01.04. FIRE PREVENTION CODE VIOLATION ABATEMENT PROCESS.

A. To establish criteria for the Fire Prevention Code Violation Abatement Process.

B. During any inspection conducted by fire department personnel, a Fire Prevention Inspection

Report shall be completed.

C. Any violation of City of Edwardsville, Kansas, Municipal Ordinances shall be recorded and

notice shall be provided to a responsible party or agent of the facility being inspected by
receiving a copy of the report.

D. Unless a Life Safety/Life Threatening Hazard, up to a 30 calendar day period will be provided

for the violation to be corrected from the time of the Inspection Violation Notice.

E. The follow up inspection will occur at the expiration of the 30-day period to determine if

violations have been corrected.

F. Any item not corrected will result in additional notice provided with a 7-calendar-day period, if

compliance has not been achieved, the Fire Prevention Inspection Report will turned over to
the Fire Chief for further action.
